Utility Billing & Customer Service

Customer Service is responsible for assisting in establishing utility billing accounts to turn on services and assisting with bill payments. Please call us at 830-931-4070
Utility billing performs all accounting functions related to utility billing for water, sewer, gas, electric and residential garbage services. For questions regarding your utility bill or winter averaging please contact our Utility Billing Clerk.
Utility Policies
Turning On Utilities
The following is the required deposit for turning on water/sewer, electric and gas:
- Residential
- Electric Service - $200.00
- Water Service - $200.00
- Gas Service - $200.00
- Commercial - $500.00
You will also need to provide proof of ownership or copy of lease agreement. Please call 830-931-4070 if you have any additional questions about setting up a utility account.
2025 Bill Payment Due Dates
Payments are due by 5 PM on the due date to avoid late fees.
Service Rates
The Castroville City Council approved water, sewer, gas, and electric rate increases on November 14, 2023. The new rates became effective January 01, 2024.

Utility payments may be made by using one of the following payment options:
- In person at Castroville City Hall during regular business hours.
- Pay On-Line Option
- Kiosk Payment - pay at our convenient payment kiosk located at 802 London, on the east side of the Castroville Library building.
- Automated Draft – This free service will electronically transfer funds from your checking account each month. To participate in this program you will need to complete the ACH Utility form and provide a blank voided check. The form is available at City Hall.
- Pay by Mail - Payments may be mailed to 1209 Fiorella Street, Castroville, TX 78009. Remember to include the top portion of your utility bill along with a check, cashier’s check, or money order. Please do not send cash.
Utility payments are due by 5 PM on the 25th of each month. A penalty will be applied at 8 AM on the next business day for any unpaid utility accounts. Unpaid utilities will result in disconnection and additional fees will be applied.
Customer Portal now available:
Submit request for access to customerservice@castrovilletx.gov. Please include name, account number, physical address, email address and current phone number. We will reply with a link to setting up your portal account . The email will include a guide to set-up the account.
Customers may request a leak forgiveness adjustment to their bill. Leak forgiveness adjustments are allowed one per every 12 months.
The customer shall submit a completed request form to the Public Works Director along with a copy of permit and receipt indicating the leak was repaired. The request shall include the following information: when the leak was discovered, copies of permit and repair receipt(s), the type of leak (toilet, faucet, irrigation/sprinkler system, slab leak, or line leak) and date repair completed.
As part of the investigation, the City will review the customer’s consumption for the prior three months and these will be averaged to obtain the customer's as expected usage. This will be subtracted from the total disputed usage relating to the leak to determine the likely amount of water leak. The difference will be split so that the customer will be responsible for 50% of the determined water leak.

Sometimes having electricity is a matter of life or death. All City of Castroville customers count on the City to provide reliable electric service, but none more than those who rely on life-sustaining electrically powered medical equipment. If this is you or someone who permanently resides at your home, you may be eligible for our Residential Critical Care and Chronic Condition Program.
If someone in your home depends on an electrically operated health aid, your account should be listed on the City of Castroville’s Critical Care Registry. The application has two parts – one is completed by the resident and the other is by their physician. To be added, complete the application by clicking on here: Critical Care Application.

When planned outages or service interruptions are scheduled, we will attempt advance notice so preparations can be made to mitigate issues that may be caused by an electrical outage. It also means that registered Public Safety and Industrial customers will be prioritized in electrical power restoration efforts to the extent possible.
Individual’s who rely on life-support equipment should have an emergency plan, including a place to go in the event of an extended power outage, and should consider obtaining backup equipment such as a generator and any necessary fuel or battery backup system
